Yes, the role is Walder Frey, Lord of the Crossing. The Late Lord Frey, wedding caterer of infamy, who annoyed Dunk when just a child in "The Mystery Knight." And the actor is DAVID BRADLEY, best known for his portrayal of Argus Filch in the Harry Potter films. Who was presumably named after Argus the shipwright, who built the ARGO for a lad named Jason once upon a time.
Bradley has also appeared in works by all the aforementioned writers, and crossed paths with our Hound, Rory McCann, in HOT FUZZ.
