Recalling the role in the series (he played a pathologist in three episodes of Season 2), he's definitely rather older than I'd expect Qhorin Halfhand to be. I think a lord is more likely ("Vengeance is mine, said the lord," is a common misquote of the line in the Bible).
Other elements suggest Lord Karstark. We already had an actor cast in the role for Season 1, but since his name is never mentioned on-screen and he had one line, not a huge deal.
But I think you've nailed it......
